Report: Nature values and objections

Outdoor recreation areas on the map

The nature values and objections report brings together map layers and datasets that are relevant when you assess whether a project can meet an objection from the Statsforvalteren (the county governor) or sector authorities. It is intended for property developers, planning and architecture practices, and municipal case handling that need an overview early in the process.

What the report shows​

The report brings together data from several public sources under the following sections:

Land cover type​

Shows bog, forest, agricultural land and built-up land from the AR5 dataset (Norsk institutt for bioøkonomi (NIBIO)). Bog and cultivated land are land categories where the risk of objection is normally high.

Protected areas and habitat types​

Based on map layers from Miljødirektoratet's DOK Natur service:

  • Protected areas and proposed protected areas (Miljødirektoratet).
  • Habitat types with A and B value under DN handbook 13 and 19 for land, freshwater and marine habitat types.
  • Habitat types on land (NiN) under Miljødirektoratet's mapping instruction.
  • Selected habitat types under regulation: hay meadow, hay bog, hollow oaks, calcareous lime forest, coastal heathland and others.
  • Ramsar sites (wetlands of international importance).
  • Valuable cultural landscapes and selected cultural landscapes.

Species​

  • Species of national management interest from Miljødirektoratet: critically endangered (CR), endangered (EN), vulnerable (VU) and near threatened (NT) species, priority and selected species, and protected species. Alien species are marked separately.
  • Sensitive species data (breeding and nesting areas, growth sites) is not publicly available and is not included. This data requires a separate agreement with the Statsforvalteren for each project.

Other grounds for objection​

  • Mapped outdoor recreation interests (Miljødirektoratet's outdoor recreation mapping): important and very important areas.
  • Protected watercourses (NVE): watercourses protected against hydropower development.
  • Shoreline management zone: the building ban in the 100 metre belt along the sea and watercourses.
  • Marka boundary in Oslo and the surrounding area.
  • Arable land (Nibio).
  • Cultural heritage (Riksantikvaren).
  • Reindeer husbandry (Reindriftsforvaltningen, where data is available).

Summary and assessment of objection risk​

At the top of the report you see an AI-generated summary that assesses the risk of objection based on findings in the underlying map layers. The summary states which map layers are affected and which factors you should look into further.

Related map layers​

You can switch on the underlying map layers directly in the map through Map layer: Nature and Map layer: Zoning. This lets you inspect the geometry and the attributes of individual records.
