Direktoratet for byggkvalitet (DiBK)
Direktoratet for byggkvalitet (DiBK, the Norwegian Building Authority) is the specialist directorate for building applications and building technology under the Ministry of Local Government and Regional Development (Kommunal- og distriktsdepartementet). It manages the Building Application Regulations (byggesaksforskriften, SAK10) and the Building Technical Regulations (byggteknisk forskrift, TEK17). It runs the central approval scheme for responsible enterprises and develops the shared services for digital planning and building application processing in the municipalities.
From 1 January 2026, DiBK distributes the municipalities' land-use plans nationally. Kartverket previously had this task. The service is called DiBK NAP (nasjonal arealplanbase, the national land-use plan database) and is delivered through Fellestjenester plan og bygg (shared services for planning and building). The municipalities still keep their own digital plan registers. DiBK synchronises with these registers and makes the data available. Placepoint gets zoning plans, municipal plans and regulation plan proposals from these services. What we do with the plan data afterwards is described under More than the plan map.
Direktoratet for byggkvalitet shall help ensure that safe, environmentally friendly and accessible homes and buildings are built in an efficient way. We manage the building regulations and are a tool for carrying out building policy.
