Norwegian Directorate for Civil Protection (DSB)

The Norwegian Directorate for Civil Protection (DSB, Direktoratet for samfunnssikkerhet og beredskap) is Norway's specialist directorate for preventing and preparing for accidents, crises and unwanted incidents, and is the responsible authority for the country's shelters. The agency reports to the Ministry of Justice and Public Security and supplies one dataset to Placepoint: a register of all public shelters in Norway. Shelters are permanent, quality assured protective rooms that are meant to protect the civilian population against harm from acts of war, and they form part of Norway's total defence.

With the changed security policy situation after 2022, shelter coverage has also become a topic in the residential and commercial property market. If you use Placepoint to assess a plot or property, it can be relevant to see where the nearest public shelter is and what capacity it has, and which areas lack sufficient coverage. DSB also runs a number of other specialist registers, such as hazardous substances, fire and rescue services and electrical installations, but these are not yet compiled in Placepoint.

The Norwegian Directorate for Civil Protection (DSB) is tasked with maintaining an overview of risk and vulnerability in society. We are to drive the work of preventing accidents, crises and other unwanted incidents, and are to ensure good preparedness and effective handling of accidents and crises.
