Klima- og miljødepartementet (KLD)
Klima- og miljødepartementet (KLD), the Norwegian Ministry of Climate and Environment, has overall responsibility for the government's climate and environment policy. It is the legal owner of Markagrenseforskriften (the regulation on the Marka boundary), which sets where the Marka boundary runs around Oslo and the surrounding area. KLD decides the geographical delimitation itself, while Kartverket and Miljødirektoratet handle the day-to-day management of the map data. The Marka boundary is one of the most practically important restrictions for urban developers and site owners in the Oslo region, because it triggers a general building ban in the fringe zone and affects zoning plans close to Marka.
KLD is also the ministry that governs subordinate agencies such as Miljødirektoratet, Riksantikvaren, Norsk Polarinstitutt, Meteorologisk institutt and The species database. Most concrete datasets therefore flow into Placepoint through these agencies, not directly from the ministry.
