Lantmäteriet

Lantmäteriet is the Swedish government authority for mapping, property formation and property registration. The authority runs fastighetsregistret, the central register of all Swedish properties (fastigheter), split into a property part and a registration part. The property part holds each fastighetsbeteckning, that is, the official designation of a property, together with area, boundaries and the samfälligheter (joint property units) the property forms part of. The registration part is where Lantmäteriet's registration authority grants lagfart (title registration) on a change of ownership and records inteckningar, mortgages on the fastighet issued as pantbrev. Lantmäteriet also manages the national geodata base, mapping, elevation data and orthophotos, and carries out lantmäteriförrättningar: the cases where a fastighet is divided through avstyckning, merged, or has its boundaries changed through fastighetsbildning. A förrättning requires an application to Lantmäteriet and a lantmätare who investigates the case on site, and it ends with a beslut that itself becomes part of fastighetsregistret, in the same way that a Norwegian oppmålingsforretning (cadastral survey) ends with an entry in the matrikkel.

The fastighet data behind Combify's coverage of all 290 municipalities in Sweden comes primarily from Lantmäteriet's fastighetsregister, combined with Skatteverket's taxeringsvärden. The Norwegian counterpart is Kartverket: both are the national mapping, land registration and geodata authority, and both maintain the official property register that the whole industry works from. The comparison is not quite exact, though. In Norway, the matrikkel (the property register) and Grunnboken (the land registration register) are two separate registers, both maintained by Kartverket. Fastighetsregistret combines the two into one register, without the Norwegian split between matrikkelenhet and registered owner. That makes Lantmäteriet an even more central hub for property data than Kartverket is in Norway: one authority, one register, one entry point for both ownership and encumbrances.
