Norsk institutt for bioøkonomi (NIBIO)
Norsk institutt for bioøkonomi (NIBIO) is Norway's largest research institute for agriculture, food, the environment, soil and forestry. It manages the national land resource mapping (AR5), which is the basis for land cover type and arable land in Placepoint. AR5 classifies each plot by its dominant land resource: forest, cultivated land, pasture, built-up land, water and bare ground. It is the authoritative source when municipalities, developers and land managers need to know whether a property contains agricultural land protected under jordlova (the Norwegian Land Act).
For a developer, AR5 is often a decisive factor in assessing a site: cultivated and arable land is strongly protected and can in practice rule out development without a dispensation. For a planner, it is the simplest way to see how much farmland is included in a zoning proposal, which is reflected in the landbruk (agriculture) map layer. NIBIO has 15 offices across the country and publishes a large amount of data openly through Geonorge.
