Svenska kommuner

Sweden is divided into 290 municipalities, and it is the municipalities, not a state agency, that decide planning and building cases. Each municipality's byggnadsnämnd (building committee) processes and grants bygglov, and the municipality's planning office prepares and adopts its own detaljplaner and översiktsplaner under the plan- och bygglagen. The municipalities also manage markanvisningar, the allocation of municipal land to developers, through their own land and development offices.

There is no national case register that collects these decisions. Each municipality keeps its own cases in its own system, and much of the content, everything from applications to decisions and illustrations, exists only as case documents in the municipality's own public records list. That is precisely why Combify has to collect the data from all 290 municipalities separately: bygglov from the byggnadsnämnder, detaljplaner with their accompanying documents from the planning offices, and markanvisningar from the land and development offices. The basis is more than 620,000 municipal cases, of which more than 500,000 are bygglov and close to 120,000 are detaljplaner, built on more than 100 terabytes of case documents (see Placepoint in numbers).

The Norwegian counterpart is also the municipalities: both countries place planning and building case processing at municipal level, and neither country has a national case register that collects the decisions themselves. The difference lies in what exists outside the municipality itself. In Norway, Kartverket publishes nationwide copies of municipal zoning plans, municipal master plans and building data through geosynchronisation, so that one source covers every municipality in the country. Sweden has no such national copy of the planning data. It is this absence of a single collected source that means Combify's coverage of all 290 municipalities has to be built municipality by municipality, not retrieved from one place.
