Marka boundary

The Marka boundary defines the area covered by the Marka Act (Act of 6 June 2009 no. 35 on nature areas in Oslo and neighbouring kommuner), a legal boundary that places Oslomarka and nearby forest and outdoor recreation areas under a general building ban and strict requirements for mitigating measures. The Act came into force in 2009. The geographical area itself is set out in a separate regulation from 2015, with minor adjustments adopted by the Storting in 2019.

For a property developer or investor in the Oslo region, the Marka boundary is one of the most practically important restrictions that can stop a project. As a general rule, plots inside the boundary cannot be developed, and even plots just outside it can face extra restrictions in zoning plans through consideration zones. The dataset is managed in legal terms by the Klima- og miljødepartementet (KLD, the Ministry of Climate and Environment), while the national geodata services operate the map data.
