Public Shelters

All public shelters in Norway, permanent, quality-assured protective rooms intended to shield the civilian population from harm during acts of war. The dataset is managed by Direktoratet for samfunnssikkerhet og beredskap (DSB) under Lov om Sivilforsvaret, the Civil Defence Act, and forms part of Norway's total defence. Public shelters have been built in cities, larger urban settlements and in residential areas where the coverage of private shelters is not satisfactory.

With the changed security situation after 2022, shelter coverage has become a more active factor in the residential and commercial property market. If you are assessing a plot or property in Placepoint, it can be relevant to see where the nearest public shelter is and what capacity it has. Areas without sufficient coverage may in future be subject to new requirements to build shelters as part of larger housing projects, although this is not currently a requirement in an ordinary zoning plan. The filter lets you narrow the map layer by Type and Capacity. Use it to distinguish between permanent rooms and temporary premises, and to filter on the number of people each room is designed for.
