Zoning Plans

The zoning plan is the detailed planning instrument under the Planning and Building Act (plan- og bygningsloven) and the single document that ties a specific property to specific building and construction permits. The dataset covers both area zoning (områderegulering, larger areas) and detailed zoning (detaljregulering, single measures or smaller areas), as well as state zoning plans for cases where the state has taken over the authority. The display service is built on the nationwide copy that is synchronised from the municipalities' own planning data by Kartverket.

For developers and design consultants, the zoning plan is the first thing you read when assessing a site: which purposes are set, what is the maximum UFA or BYA (footprint area), eaves height and ridge height, and which order-of-development provisions or consideration zones apply. The dataset is often read together with Municipal plans (overarching) and Regulation plan proposals (ongoing) for a complete picture of the planning status, and it is closely linked to Case access. Special extracts: Regulatory Plans (Oslo) gives a higher level of detail in Oslo than the nationwide copy. The colours and hatching on the plan map are explained in the zoning plan legend.

Update frequency: Daily.

Daily applies to municipalities with geosynchronisation. For other municipalities, the planning data is updated once or twice a year.
