Data and sources

The map layer catalogue with thematic datasets

Placepoint brings together around 2,300 data sources and map layers, and covers 3.5 million matrikkelenheter, 1.1 million active companies and 850,000 sub-units. Behind them sit more than 14 million registered owners and rights holders, including historical ones, over 30 million ownership relations between companies, owners and property, and 5.3 million links between company addresses and properties that show who is located where. Around 240,000 registered changes of ownership and 300,000 address changes are added each year. You will find the full overview at Placepoint in numbers.

Planning data covers all adopted zoning plans and municipal master plans in Norway, with provisions and the plan documents themselves.

Quality and management

What am I paying for when the data is available free of charge from the public sector?

Many public sources are free to look up one at a time. The value in Placepoint is not in the raw access, but in the layer on top of the data: ingestion, normalisation, validation and ongoing management of a range of public and private sources, delivered as one consistent API. You avoid navigating between 5-10 portals, and you get insight that requires data from several sources to be combined.

An example: yes, property boundaries are free to look up at Kartverket. But one dataset is rarely enough on its own. To assess a plot, you need the boundaries together with zoning, ground conditions, ownership and price history. Each dataset is free to retrieve, but it takes time to check them and relate them to the decision you have to make. If you only need a single data point, or you want to assemble the basis yourself, the public portals will serve you well.

The work scales poorly. Retrieving one dataset from one portal is manageable. Keeping around 2,300 datasets and map layers up to date, linking them to each other and checking them every time a source changes is another matter. The linking is the actual job: a building must be tied to the correct matrikkelenhet, an ownership record to the correct company, a company to the address where it is located. We make that link once and maintain it, so that you do not have to do it again for every property you assess.

This is the layer the features in the platform build on. Some examples of what the raw data does not give you:

  • Mark an area on the map. Draw a polygon in Analyze, or save it as an area in the project, and get the number of floors, UFA, utilisation rate and demographics for everything inside it. The table can be exported.
  • Find the properties that match your criteria. Filter applies filters across the whole matrikkel and shows the hit count as you adjust it. The hit list goes to a spreadsheet with address, matrikkel, area, owner, tenant and last transaction.
  • See who is located in the building. Units and tenants shows the usage units from the matrikkel alongside the companies registered at the address, with industry, number of employees, group structure and shareholders. The basis is 5.3 million links between company addresses and properties.
  • Go from property to owner to portfolio. From a property you reach the owner, the company structure behind it and the rest of what that company owns, or the other way round, from a company to its properties. That requires property and company data to be linked in advance.
  • Follow properties without searching. Monitoring runs the municipalities' public records against the properties and areas in the project every day, creates an activity for each hit and sends a summary by email in the morning. Search terms such as demolition or fire inspection narrow it down.
  • Run ready-made reports. Reports give social statistics, price statistics and demographics for a chosen area, with a comparison against another area and time series going back.
  • Measure in minutes, not kilometres. Travel distance shows how many people live within a given travel time on foot, by bike, by car or by public transport, and the demographics of that area.
  • Order the documents where you are. Quick links give the latest and historical land register extract for the property without you switching system.
  • Build and share a portfolio. Tags collect properties in lists that are exported to a spreadsheet, and projects share the basis with your colleagues.

Placepoint also includes paid third-party data (Experian, TravelTime, Enova extended, and more) that is not freely available.

How does Placepoint cover Swedish property?

Placepoint acquired Combify in July 2026, and Swedish property is covered through them. The basis is 4.2 million fastigheter across all 290 municipalities.

The argument above applies to an even greater degree in Sweden. Planning and building case information sits with each individual municipality, in different systems and formats, and much of it exists only as case documents in a municipal public record. Retrieving it for one fastighet takes hours, and for the whole country it is not feasible manually.

Combify collects data from municipal planning and building pages, the property register, company data and public statistics. The documents are digitised, interpreted, linked geographically and standardised against property keys, so that a decision from one municipality is comparable with a decision from another. Behind it sit more than 620,000 analysed cases, of which more than 500,000 are building permit decisions and close to 120,000 are detailed development plans, plus more than 100 terabytes of case documents.

The datasets cover:

  • Fastigheter with tax assessment data and owners, updated weekly.
  • Detaljplaner with plan status, byggrätter and all associated documents.
  • Översiktsplaner showing the municipality's long-term direction of development.
  • Bygglov with all decision types, active building activity and unused permits.
  • Byggrätter, including unused rights and undeveloped land.
  • Markanvisningar with competitions, tenders, winners and direct allocations.

The municipalities make around 70,000 building permit decisions a year, and the platform ingests around 1,500 data updates every 24 hours. The sources are Lantmäteriet, Boverket, Bolagsverket, SCB, Metria and the municipalities.

How does Placepoint quality assure the data?

Most issues are caught automatically before the data becomes available. When data is ingested, it runs through automated tests: type checks and format validation, checks that references hold together (that a building belongs to a matrikkelenhet that exists, that an ownership record points to a real company) and validation of geometry (invalid or self-intersecting parcel boundaries). Data that breaks a rule is stopped or flagged, it is not published quietly.

Validation is ongoing, not a one-off check at ingestion. Placepoint tracks freshness per source and flags delays, so that an out-of-date source does not appear current. Known types of discrepancy, such as municipal mergers, enclaves, differing registration dates and older surveys with lower precision, are coded in as fixed rules. The data goes from raw to validated to curated, and it is the curated layer you see in the platform.

We use errors reported by users to improve error detection, so that the same discrepancy is caught automatically next time. We separate source errors from platform errors, fix what is ours, and report source errors back to the right agency.

I can see data that looks wrong. Who owns the data, and where do I report it?

Placepoint passes on data from public agencies and vendors. Most errors originate from the source, not from Placepoint. To report effectively, we need the matrikkel number for the property concerned (the format is kommunenr-gnr-bnr-fnr-snr, for example 0710-123-45-0-0), what you see in Placepoint, what you expect to see, and which source you are comparing with.

Precision, coverage and uncertainty

How accurate are the property boundaries shown?

The property boundaries come from the Matrikkel and show the official registered boundaries. Accuracy varies: newer surveys have high precision, while older boundaries can have larger deviations. In the platform you can switch on the property boundary layer to see the boundaries on the map.

For legally binding boundaries, always check against registered documentation in the land register. Order a land register extract via the Property panel (see Land register and documents).

How quickly does the sale price appear after a property is sold?

Placepoint shows the official, registered purchase price, that is, the legally recorded price in the land register. It becomes visible in Placepoint shortly after the deed is registered, normally within 24 hours. This is the price banks, valuation professionals, lawyers and investors need, because it is final and verifiable.

Just after a bid is accepted, an agreed price circulates among agents and banks through their own professional systems. That price is provisional: it can change or fall away before settlement, and it is not public. Placepoint works with the final, registered price.

Registration normally happens around the handover, often some weeks after the bidding round and longer for new builds sold off plan. The registration itself at Kartverket is quick, because most parties register electronically. It is the time until settlement that governs freshness, not Placepoint's ingestion.

There is a difference between housing and commercial property here:

Residential property: the registered purchase price covers most sales, because housing is nearly always sold as a property sale where title is transferred by deed. Aggregated market statistics such as Eiendom Norge's monthly house price figures show averages for an area, not the purchase price for a single home.

Commercial property: many sales take place as share purchases, where the company that owns the property (SPV) is sold instead of the property itself. Such company sales do not change the registered title holder and are not registered, and therefore produce no purchase price in the land register. The actual transaction price is then not public.

Is climate risk data available for all properties?

Yes, for the whole of Norway. Flood data is supplied by Norges vassdrags- og energidirektorat (NVE) and ground condition data by Norges geologiske undersøkelse (NGU). You can see flood zones, quick clay alert areas and other geological conditions on the map and in the Property panel. Coverage is most detailed in built-up areas and known risk areas. These are alert maps, not geotechnical certificates: alert means that a more thorough professional assessment is required when developing, not that a hazard is confirmed.

What are physical risk and transition risk in a climate context?

Climate risk splits in two. Physical risk is direct damage from flooding, landslides and extreme weather. Transition risk is that stricter climate requirements and tenant expectations reduce the value of the building without physical damage. Both can be examined with the risk map layers in Placepoint.

What is the difference between an alert map and a hazard zone map?

An alert map covers large areas at coarse resolution and warns that a hazard must be assessed more closely, without quantifying it. A hazard zone map is a detailed calculation for a selected area, with located return periods. Placepoint shows alert maps for flooding and landslides for the whole country, not detailed hazard zone maps everywhere.

What do the yellow and red noise zones mean?

The noise zone maps show calculated noise from roads, railways, aircraft and industry under guideline T-1442. The yellow zone is an assessment zone where new homes can be permitted with mitigating measures. The red zone is a critical level where new noise-sensitive buildings are as a rule not permitted.

Owner and company data

Do we not already have ownership data via Proff.no?

proff.no gives basic company information (organisation number, address, general manager), but does not link company data to properties. In Placepoint you see who owns which properties, the whole company structure behind them (parent company, subsidiaries, beneficial owners), and you can filter across property and company data in the same search. You can go from a property to the owner to the portfolio, or the other way round, without jumping between systems.

How is privacy handled in owner and transaction data?

Placepoint is the data controller under the General Data Protection Regulation (GDPR) and has data processor agreements with the third-party vendors. By default, private individuals are anonymised as "Private person" in owner and transaction data, while companies are shown with name and organisation number as they appear in Brønnøysundregistrene (BRREG).

Some professional users are nonetheless able to see the identity of private individuals in this data. That requires a documented legal basis for processing, in practice "legitimate interest" under GDPR article 6(1)(f). Access is not given to everyone, but is enabled per customer after a specific assessment. It is typically relevant for estate agents, lawyers and insurance and credit professionals who have a genuine need in their work. What the datasets contain

What does the energy labelling data (EPC) contain?

Energy labelling comes from Enova's energy labelling scheme, which is the only source of energy certificates in Placepoint. Each certificate has two scales: an energy grade from A (best) to G for the building's calculated energy performance, and a heating grade on a colour scale from red to green for how large a share of the heating does not come from oil, gas or electricity. A green grade signals district heating, a heat pump or another renewable source.

The certificate also shows the heating system and calculated delivered energy per m². The figure is normalised energy use under standard conditions according to NS 3031, not actual consumption. Two identical buildings with different users can therefore have the same label but different electricity bills. An energy certificate is valid for ten years or until a newer one replaces it.

Coverage follows the registration duty: the building is shown with a label once a certificate is registered with Enova. Older buildings without a certificate are left empty. Self-registered housing certificates are of lower quality than certificates produced by a certified energy expert, so use them with care in transactions.

How do I read the colours and symbols in a zoning plan?

The colours and symbols in zoning plans follow national drawing rules set by Kommunal- og distriktsdepartementet (the Ministry of Local Government and Regional Development). The drawing rules are described in the product specification for planning (part 2), which you will find on regjeringen.no:

The document explains land use purposes, consideration zones and provision areas as they are standardised across municipalities. Note that older plans from before the standardisation was introduced can deviate somewhat from these drawing rules.

Can I find buildings by type, for example hotels?

There is no separate map layer for hotels alone. Building Type is a field in the Matrikkel and is shown in the Building panel when you click a building on the map. It is coded according to the Matrikkel building codes and covers a range of categories: hotel, office, industry, retail and more.
