Zoning

Zoning map layers - Regulatory Plans (Oslo) enabled

Map layers linked to municipal plans, zoning plans and the legal framework for land use. The category covers formal plans (zoning plans, municipal plans, area plans) and proposed plans under consideration. The datasets come from Kartverket, Geonorge and municipal plan APIs. The meaning of the colours and hatching in the plan maps is explained in the zoning plan legend.

Open the category from the Map Layers button in the top right of the map, or from Map layer in the left menu, then select Browse layers. Click the Zoning tile to open the sub-list.

For a developer or agent, the zoning status is often the single most important factor for how much a plot can be built on, what it can be used for, and what kind of process is needed to change this. An area zoned for housing can be developed for housing purposes without rezoning; an area zoned for LNF (landbruk, natur, friluftsliv: agriculture, nature and outdoor recreation) requires full rezoning before a housing project can start. Data flow for land-use plan maps

The kommune publish municipal plans and zoning plans (land-use plan maps) through the following chain: the kommune uploads data to GeoNorge, the data then passes through Norconsult and on to Direktoratet for byggkvalitet, which visualises the plans in plan ISY. Placepoint retrieves the map layers as WMS services and synchronises them through NAP, the land-use plan map database (geosynchronisation).

From 01/01/2026, Direktoratet for byggkvalitet distributes land-use plan map data to Placepoint. Previously, this role was held by Kartverket.

Regulatory Plans (Oslo)

The zoning plans for Oslo kommune. For the legend, see Oslo Kommune Plan- og bygningsetaten. Data from Oslo kommune. This supplements the nationwide Zoning Plans layer, with extra detail specific to Oslo.

The layer is organised in three vertical levels: below ground level/tunnel, ground level/water surface and above ground level/bridge. Each level has sublayers for area purpose, restriction zones, designated areas, hazard zones, protection zones, boundaries and legal lines, regulated height, legal points and annotations.

About the map layer

The municipality plan is the municipality's overarching governing document. It sets the framework for the plans and measures of the municipality's activities, and for the use and protection of land in the municipality. Every kommune must have a municipality plan. A complete municipality plan consists of both a social part with an action programme and a land-use part. Through the municipal planning strategy, the kommune decides whether to carry out a full revision of all parts of the municipality plan, or whether only some parts are to be revised. The municipality plan must safeguard municipal, regional and national goals, interests and tasks, take the municipal planning strategy as its starting point, and be based on guidelines and requirements from national and regional authorities. A municipal sub-plan can be prepared for particular areas, themes or areas of activity. The municipality plan must have an action part that states how the plan is to be followed up over the next four years or more, and it is revised annually. The dataset is generated from the nationwide copy of municipal plans, which is kept up to date with data from the original plan data in the kommune. Updating takes place through periodic copying or synchronisation. Use Land-use planning, case processing under the Planning and Building Act, production of statistics, assessment of measures and projects, and access to the kommune's land-use plan. Only the geographic data (the vector data) of the land-use part is available for download. The associated plan documents are held in the plan registers of the kommune. The geographic data contains links on the plan areas that point to the plan registers, so that the documents are easily available to users. The web application SePlan (seplan.no) gives an overview of available municipal plans nationwide.

The viewing service contains data on archaeological cultural heritage sites, cultural environments, buildings and technical installations that are protected under the Cultural Heritage Act or the Planning and Building Act. The service also contains cultural heritage sites and cultural environments without formal protection, but registered as locally valuable, as well as world heritage areas and environments.

BuildingsA building is the matrikkel's representation of a building that is planned, under construction, completed or, for some reason, no longer in use. All buildings erected after 1983 are registered. Some kommune have registered every building. A building is identified by its building number, which is unique across kommune. Every building has a building status that states its condition at the last registration. History is also stored for this. A building has one or more units of use that describe logical units within the building (flats, premises). Each of these can have its own link to an address and a matrikkelenhet. For buildings, certain changes are registered so that it is possible to see what each change meant for the building. This applies to conversions and extensions that require building case processing. This is done by registering a "building change" when the change starts. When the building change is completed, the building is updated with values from the building change. Note: buildings over 15 square metres must be registered in the matrikkel.

The map layer shows the general building limits of the Road Act for all roads in the categories European road, national road, county road and municipal road, based on data in NVDB (the national road database). Private roads are not included, and municipal zoning provisions are not reflected. Tunnels are shown with a building limit even though this formally does not apply above ground. Where this occurs, we recommend filtering out the road category for the tunnel. If the building limit is not set in a zoning plan or in provisions to the land-use part of the municipality plan, the general building limits of the Road Act apply. The map layer shows building limits measured from the middle of the road: • 100 metres to a European road • 50 metres to a national road • 50 metres to a county road • 15 metres to a municipal road • 15 metres to a pedestrian and cycle path If the zoning plan lacks a drawn building limit or provisions on the building limit towards the road, the year of the zoning plan applies (this is not reflected in the map layer). Statens vegvesen, the county authority or the kommune processes applications for exemption from the building limit.

Cultural landscapes - selected

Shows areas included in the Utvalgte kulturlandskap i jordbruket initiative. This is a collaboration and shared funding arrangement between the agricultural, nature and cultural heritage authorities in Norway, based on cooperation between landowners, operators and the authorities. The purpose is to secure long-term management of distinctive landscape areas with major biological and cultural-historical values shaped by long and continuous traditional use.

Cultural landscapes - valuable

Consists of valuable cultural landscapes with registered biological values and/or cultural heritage values. Biological values may be habitat types such as species-rich hay meadows or coastal heathland. Cultural-historical values may be houses, stone walls and burial cairns. Many localities of culturally conditioned habitat types have been remapped after 2005 and added to the dataset Naturtyper - DN-håndbok 13.

DN handbook 13

Shows habitat type localities on land and in fresh water, mapped according to DN-håndbok 13. Each locality is registered with a habitat type, which can be specified as variants. Red-listed habitat types from 2011 are included with the same designation as in the red list. Each locality is given a natural science value based on condition and biodiversity. The precision of the delimitation varies and is generally better for newer data.

DN handbook 19

Habitat type localities mapped according to DN-håndbok 19 (mapping of marine biological diversity), published by Miljødirektoratet. The mapping instruction is based on DN-håndbok 19, revised in 2007. Each locality is registered with a habitat type and given a natural science value based on size, condition and biodiversity, with an accompanying area description. The mapping programme was carried out in cooperation with Fiskeridirektoratet.

Shows habitat type localities mapped according to Miljødirektoratet's instruction. The habitat types prioritised for mapping are red-listed habitat types and habitat types with a central ecosystem function.

Reindeer husbandry takes place in almost 140 of the country's kommune, on an area that makes up about 40 per cent of Norway's land area. The layer contains 18 sublayers: trekklei (reindeer trail), siida area, restriction area, reindeer husbandry facilities, reindeer grazing area, reindeer grazing district, gathering area, convention area, concession area, flyttlei (migration route), expropriation area, beitehage (fenced pasture), agreement area and seasonal pastures (winter, spring, summer, late autumn and autumn).
