BEF

BEF stands for bygg- og eiendomsforvaltning (building and property management) and denotes the whole professional field covering planning, design, construction, operation, maintenance and disposal of buildings. The term gathers every activity in a building's life cycle under one professional umbrella, with an emphasis on how early-phase decisions (brief, design, choice of materials) affect costs and functionality for the next 50 to 100 years.

The field is framed by two standards from Standard Norge: NS 3454 Life cycle costs for construction works and NS 3424 Condition survey of construction works. NS 3454 structures the cost picture into ten main chapters (see life cycle cost) and is the foundation for LCC analyses, benchmarking and annual cost calculations. NS 3424 standardises how the physical condition of a building is assessed and documented, from level 1 (overall assessment) to level 3 (detailed check of individual components), and is used as the basis for maintenance plans, purchase decisions and insurance settlements.

The BEF field works at three levels that mirror the industry's management chain:

  • Strategic: portfolio strategy, asset management, buy and sell decisions, financing. Here LCC, NOI and yield are the main measures.
  • Tactical: briefing, design, maintenance planning, contract strategy. The bridge between strategy and day-to-day operation.
  • Operational: operation and maintenance, FM deliveries, energy management, user follow-up. Measured on operating cost per m² UFA, availability and user satisfaction.

Industry bodies and forums:

  • Norges Bygg og Eiendomsforening (NBEF) gathers organisations with a substantial building portfolio of their own (Equinor, Statnett, NTNU, large kommuner). They publish key figures, develop standards and run professional networks.
  • Norsk Eiendom is the industry association for owners of commercial property and publishes standard contracts and market statistics.
  • NEMITEK covers the technical side of FM, in particular energy, ventilation and automation.
  • Multiconsult/Holte runs Holtebyggsafe, a commercial price book and key figure database used as a reference for costs and service lives.

Academic grounding is found at NTNU (Department of Civil and Environmental Engineering) with a master's degree in facility management and BEF, and at OsloMet with similar programmes. The research groups measure actual construction costs, service lives and user variables that feed into LCC models.

For a kommune or a state building owner, BEF is in practice about two opposing forces: the investment budget wants a low construction cost, while the operating budget wants a low running cost. Decisions taken in the early phase lock in 80% of the building's life cycle cost even though they only account for 10 to 15% of the investment. This insight drives the requirement for an LCC assessment on all public new-build projects above a certain size, and it lies behind Statsbygg's own "total cost of ownership" approach to design.

In private commercial property, BEF is more integrated with asset management. The owner is often a financial investor measuring total return over a 5 to 10 year holding period, and the BEF field has to deliver operational stability alongside strategic value growth. Certifications such as BREEAM In-Use, the energy transition and requirements from the EU taxonomy mean that BEF is now also a sustainability discipline, not only a technical and financial one.
