Energideklaration
An energideklaration is the Swedish counterpart to the Norwegian energiattest (energy performance certificate): a document that shows a building's calculated energy use and energy rating on a scale from A to G, prepared by an approved professional and stored in a public register.
The requirement follows from lagen (2006:985) om energideklaration för byggnader. Under section 6, the owner must make sure a valid declaration exists before a building, or a share in a building, is sold. Under section 5, the duty applies continuously, regardless of any sale, to buildings owned by a public body or that are "upplåts med nyttjanderätt", that is, let out or granted with a right of use. This means that bostadsrättsföreningar and landlords of hyresrätter must have a valid declaration ready before the first tenant moves in, not only at a future sale.
Under section 6 b, the declaration is valid for ten years and can be reused across several sales in the same period. Only a certified energiexpert can issue a valid declaration. The expert enters the information directly into Boverket's energideklarationsregister, and this is the same register from which the buyer, the tenant and the estate agent retrieve the finished declaration. So it is Boverket, not a municipal or private body, that owns and runs the register for the whole of Sweden.
The energy class in the declaration (A to G) is calculated from the building's energy performance compared with the requirements in Boverket's building regulations, in the same way that the Norwegian scale is based on NS 3031. In summer 2026 the scale gained an eighth class, A0, reserved for zero emission buildings that meet Boverket's regulations BFS 2026:9 and BFS 2026:10 on energihushållning and värmeisolering. A building with this class has documented practically no net energy need beyond what it produces itself.
The duty to obtain an energideklaration at a sale is mandatory and cannot be contracted away. If the seller lacks a valid declaration at completion, the buyer may, after notifying the seller, order one within six months of completion and then require the seller to cover the cost. If the buyer does not use that deadline, the right lapses, and the duty to obtain the declaration at the next sale or letting then falls back on the buyer as the new owner.
The Norwegian counterpart is the energiattest, which Enova runs on behalf of the Ministry of Petroleum and Energy, valid for ten years and required when selling or letting a home over 50 m². The systems are built along the same lines, but are owned by different authorities with different mandates: the Norwegian register sits with the energy agency Enova, the Swedish one with Boverket, which is at the same time the authority for plan- och bygglagen and the building regulations. A Norwegian buyer assessing a Swedish energideklaration should therefore not look for it at a Swedish equivalent of Enova. There is none, as Boverket holds both roles.
