Fastighetsregistret

Fastighetsregistret is Sweden's combined register of all fastigheter, maintained by Lantmäteriet. It is both the physical and the legal basis for property management in Sweden, in one and the same database.

The register is divided into several parts. The allmänna delen holds the base data: each property's fastighetsbeteckning, area, boundaries and the history of fastighetsbildning that has affected it. The inskrivningsdelen holds the legal relationships: who holds the lagfart (registered ownership), which pantbrev and other inteckningar rest on the property, and other rights and servitutter. The adressdelen holds belägenhetsadresser. The byggnadsdelen holds building information such as year of construction and area. The taxeringsuppgiftsdelen holds the taxeringsvärde and other assessment data from Skatteverket. There are also separate parts for samfälligheter (shared land or facilities owned jointly by several properties), gemensamhetsanläggningar and tomträtter.

The register is not maintained from a single source internally. Lantmäteriet owns the allmänna delen and the inskrivningsdelen itself, as the result of its own lantmäteriförrättningar and its own processing of lagfart and inteckning applications. The byggnadsdelen is largely filled with information that the municipal byggnadsnämnder report in connection with bygglov and startbesked. The taxeringsuppgiftsdelen is updated by Skatteverket after each fastighetstaxering. Fastighetsregistret is therefore a collection point for data from several authorities, not a single agency's own database, even though Lantmäteriet has formal responsibility for the register as a whole.

Access is layered. General information about a property, such as beteckning, area and address, is publicly available through Lantmäteriet's map services. Full extracts with ownership details and inteckningar are ordered for a fee through Lantmäteriet's ordering service, and professional users working in property analysis normally subscribe to bulk extracts directly from the register rather than ordering property by property.

Because the inskrivningsdelen is the very place where lagfart is registered, fastighetsregistret is the authoritative source for who owns a property. There is no separate deed or certificate alongside the registration that proves ownership; the registration in the inskrivningsdelen is the proof.

This is the most important point for a Norwegian reader: fastighetsregistret does the job of both the matrikkel and Grunnboken at the same time, two registers that are kept separate in Norway. Norway historically split the physical (the matrikkel, with roots back to the jordmatrikkel of 1665) from the legal (Grunnboken, maintained by the land registration authority), and both are maintained today by Kartverket, but still as two separate register architectures with their own history and their own logic. Sweden has never had that division: since jordabalken came into force in 1972, the physical and the legal information about a property has been gathered in one register, maintained by one authority. A Swedish estate agent or analyst looks in one place to get both the property boundaries and the ownership; a Norwegian counterpart looks in two.
