Sea level rise

Sea level rise is the long-term rise in the average water level of the sea, driven by warmer seawater expanding and by land ice melting. For Norwegian coastal properties, rising sea levels mean that the same baseline that storm surge and waves build on moves gradually upwards. An event that is rare today becomes more common when the baseline sea level is higher.

Norway is a special case. Since the last ice age the land has continued to rise (land uplift), and in parts of the country this offsets much of the global sea level rise. The actual local level therefore varies along the coast: in the inner Trondheimsfjord and parts of Nordland the land uplift is large, while in Sør- and Vestlandet it is smaller, so net sea level rise is more pronounced there. Kartverket publishes location-specific projections that combine global sea level rise with local land uplift, and these figures form the basis for municipal planning.

For the property industry, sea level rise is first and foremost a planning assumption, not an acute event. Municipalities must take future sea levels into account when they set building heights, consideration zones and safety requirements in the municipal master plan and zoning plans, based on the Miljødirektoratet guidance on climate adaptation. In practice, a minimum building height above sea level is often set for new buildings near the sea, calculated as the storm surge level plus an allowance for sea level rise and wave impact up to a planning horizon (typically the year 2100). This affects which plots can be built on, how far the floor level must be raised, and the cost of protective measures. Sea level rise is therefore a core parameter in long-term climate risk for coastal property and a factor that lenders and insurers increasingly assess.

For professional users there are two practical consequences to keep track of. First: for a ROS analysis (risk and vulnerability analysis) for a coastal project, the municipality requires documentation that the storm surge and sea level scenarios for the 200-year flood are calculated using Kartverket's location-specific projections, not global average figures. Second: the construction loan and long-term valuation are affected by whether the property meets the municipality's minimum height requirement, since breaching it can make future refinancing harder and the insurance premium higher. Finanstilsynet and Norwegian banks are starting to require climate risk assessments in portfolio reviews, and coastal property below projected storm surge limits is explicitly named as an area under follow-up.
