School catchment areas
School catchment areas (skolekretser) are a municipal division that decides which local school children in an area are entitled to a place at. The division applies to primary and lower secondary school, and in some kommune also to parts of upper secondary education. Every child in primary and lower secondary school is entitled to a place at their local school under the local school principle, and the kommune's catchment division is the practical tool that puts this right into effect.
The legal basis for the local school principle is set out in the Education Act of 2023 section 2-6 ("Kva grunnskole eleven skal gå på"), which came into force on 01/08/2024 and carried forward the rule from section 8-1 of the old Education Act of 1998. The catchment boundaries are set by the kommune itself, normally through a local regulation with a consultation under the rules of the Public Administration Act, and they can be changed when pupil numbers, capacity or geography call for it. Assessing which school is the "nearest" is not a straight line measurement, but an overall assessment that takes in a traffic safe route to school, topography, siblings at the same school and capacity. Utdanningsdirektoratet (Udir) has published interpretive statements on when the kommune may place pupils at a school other than the local school.
For a housing developer, school catchment areas are critical information. When capacity in a catchment area is under pressure, the kommune can set a sequencing requirement for extending an existing school or building a new one before a construction start permit is granted. This means a site that looks ready to build on can sit idle until the kommune has solved the school capacity, often through a development agreement that places all or part of the cost with the developer. Mapping the catchment area and the kommune's pupil number forecast early is therefore a standard part of the site analysis.
The dataset "Skolekrets grunnskole" (school catchment areas for primary and lower secondary school) is published as open data through Geonorge, so the catchment areas can be analysed against demographics from SSB and pupil number forecasts when a developer assesses planning cases. Parents can apply for a place at another school under Education Act section 2-6, and a refusal is an individual decision that can be appealed to Statsforvalteren (the county governor) under section 29-1.
