Condition grade

Tilstandsgrad (condition grade), often shortened to TG, is the grade a qualified building surveyor gives each individual building part to show how much it deviates from the expected condition. The scale runs from TG0 to TG3, and these are the numbers a buyer looks for first when a condition report has to be read quickly. The condition grade says nothing about what a repair costs, only how large the deviation is.

The scale is defined as follows:

  • TG0: no deviation. The building part is new or close to new.
  • TG1: minor deviation, normal wear, no need for action now.
  • TG2: significant deviation that should be followed up or repaired.
  • TG3: large or serious deviation that should be repaired at once.
  • TGiU: not inspected, used when the surveyor could not assess the part without intrusive work.

The grading system itself comes from Norwegian Standard NS 3424 for technical condition analysis of buildings, which alongside the condition grade also uses a consequence grade (KG0 to KG3) to describe the effects of the deviation. In residential transactions, the housing standard NS 3600 applies, supplemented by the regulation under avhendingslova (the Norwegian act on the sale of property), which since 2022 has set out which building parts must at minimum be assessed and graded. The condition grade is given per building part, not for the home as a whole: a bathroom can have TG3 while the rest of the home has TG0 or TG1.

TG2 and TG3 are the grades with commercial significance. As a general rule, a deviation that is clearly stated with a condition grade in the report cannot later be claimed by the buyer as a hidden defect under the knowledge rule in avhendingslova section 3-10, and at the same time the "as is" reservation no longer applies in consumer purchases under section 3-9. A TG2 or TG3 note both moves risk over to the buyer for that specific point and gives grounds for negotiating the price. That is why estate agents and valuers read the report from the bottom up: they count TG2 and TG3 first.

Condition grade must not be confused with the value in an e-takst or a valuation, which estimates the market price and uses UFA as its main measure. The condition grade describes the physical state, not the price. For commercial property, NS 3424 is used directly, often at a higher level of analysis with a risk assessment, as part of a technical due diligence rather than a consumer-oriented condition report or home sale report.
